The General Committee have been asked to clarify the wording in the handbook regarding transfers.  Having looked at it the Committee agree that the current wording in the Handbook is ambiguous and they have agreed the following clarification

Any member may apply to transfer from one county to another once in a season up to 30th June.  That transfer may be made:

  1. Between 1st November and 30th April – free of charge
  2. Between 1st May and 30th June at a fee of £50 payable by the rider

In either case there is no ability for the outgoing County Representative to block or delay the transfer

After 30th June if a rider wishes to transfer county, that transfer will only be allowed if approved by a sub-committee of three independent members of the General Committee to be appointed by the Chairman of MGAGB.  The fee payable will be £100 – payable either by the rider or by the outgoing or new County at the discretion of the subcommittee.  In reaching the decision as to whether or not the transfer will be allowed, the subcommittee will consider all the facts surrounding the case and may consult with the County Representatives of the outgoing county and the new county.

If the member involved is dissatisfied with the decision of the subcommittee they may appeal to an appeal committee to consist of three independent members of the General Committee to be appointed by the Chairman of MGAGB.  No further fee is payable but the £100 fee for the original application must be paid by the rider or by the outgoing or new County at the discretion of the appeal committee.  Their decision is final.
