Any member may apply to transfer from one county to another once in a season up to 30th June. That transfer may be made:
- Between 1st November and 30th April – free of charge
- Between 1st May and 30th June at a fee of £50 payable by the rider
In either case there is no ability for the outgoing County Representative to block or delay the transfer but the MGA Secretary must notify the two county representatives involved as soon as the application (and fee if required) is received.
After 30th June if a rider wishes to transfer county, that transfer will only be allowed if approved by a sub-committee of three independent members of the General Committee to be appointed by the Chairman of MGAGB.
The fee payable will be £100. If the transfer is not approved the fee will not be refunded. The MGA Secretary must notify the Chairman of MGAGB and the two county representatives involved as soon as the application and fee is received.
The Chairman of MGAGB must then appoint the subcommittee as soon as possible and notify the two county representatives and the rider as to who they are. The subcommittee should consider the application as soon as possible.
In reaching the decision as to whether or not the transfer will be allowed, the subcommittee must consider all the facts surrounding the case and consult with the two county representatives and with the rider.
If the transfer is approved it is at the discretion of the subcommittee as to whether the fee is payable by the rider or by the outgoing or by the new county. If one of the counties is to pay they must do so promptly and the £100 paid by the rider will be refunded. If the county who is required to do so does not pay it will be a disciplinary matter and will be dealt with under the Disciplinary Code.
If the member involved is dissatisfied with the decision of the subcommittee they may appeal to an appeal committee to consist of three independent members of the General Committee to be appointed by the Chairman of MGAGB. No further fee is payable but the £100 fee for the original application must be paid by the rider or by the outgoing or new county at the discretion of the appeal committee as set out above. Their decision is final.

I confirm the transfer of …….. (name of rider) from ……. (county) to …… (county). This email should be copied to the incoming county representative and the rider involved.
On receipt of the email Rosie Thornton will confirm receipt of the transfer.
